It's actually very good for gluten free.
We went in 2012 and stayed at the Porto Mare hotel in Funchal and they were absolutely amazing for gluten free - the catering manager took us through every food item for every meal to tell us what we could/could not have, and sorted gf bread for us for breakfast. There also are 'Pongo' stores, and they have gluten free items in there. They're basically mini supermarkets.
All in all, not a single problem experienced, even when going out!

We went a few years ago and stayed in the Vidamar Hotel and Spa just outside Funchal. It was a nice hotel and I said on tripadvisor it was the best gluten free hotel I'd ever stayed in. The chef came out to greet me to say which things I could eat or would do me a separate item, like a steak if I wanted it.There were plenty of restaurants around that also catered for me. I think if you hire a car and go into the clouds little places were more restricted. i was looking on crisp packets to check they were gluten free.

I stayed in the four views monumental in funchal two years ago.I notified the hotel before I went and they had a note of it in the restaurant. The staff were great and they looked after me very well. I only ate in the hotel but I did find a decent selection of gluten free of products in the super markets.(but the bread is all long life that needs refreshing) It is very easy to book tours as there is lots of tour companies. A must to see is the botanical gardens using the cable cars to get there.
