Petition: Prescriptions
We the undersigned call on the Health Overview and Scrutiny Committee to investigate the new West Sussex PCT policy on reducing gluten-free prescribing which is essential for people with coeliac disease.'

The Council says:
Dear Ms Ottman, I am responding to the e-petition that you registered with West Sussex County Council, calling for the Health Overview and Scrutiny Committee (HOSC) to investigate the new West Sussex PCT policy on reducing gluten-free prescribing which is essential for people with coeliac disease.
Whilst your petition did not receive the necessary numbers to trigger a debate at the HOSC, we did pick up on this issue through the HOSC Business Planning Group (which carries out preliminary examination of issues referred to HOSC) and through the South East Coast regional health scrutiny network.
The regional network (made up of the HOSC Chairmen for Kent, Surrey, Medway, Brighton & Hove, East Sussex and West Sussex) raised changes to gluten-free prescribing with the Chief Executive and Chairman of the Strategic Health Authority in April this year.
Then in May, our Business Planning Group discussed this issue with representatives of NHS West Sussex (the PCT) and the two Clinical Commissioning Groups for West Sussex.
We learned from these discussions that there had been decisions taken by some PCTs across the region to limit the prescribing of gluten-free foods for coeliac patients.
We were assured that PCTs discussed this with the Coeliac Society before implementing the change in prescribing policy. However, NHS West Sussex confirmed that no final decision has been taken within West Sussex on this issue.
Of the two Clinical Commissioning Groups, Coastal West Sussex Federation confirmed its interim position that prescribers adhere to the Coeliac UK guidelines, and the North West Sussex GP Commissioning Association informed us that it is considering its position but has as yet made no change to its gluten-free prescribing.
The Business Planning Group last met on 5th October, and was assured that there had been no change in these circumstances.
The Business Planning Group therefore considered that this issue does not need to be investigated by the HOSC at this stage.
