Heroin is addictive though. I think the meaning of addictive is that once you start you have to go on using it. Of course, you don't have to start taking it in the first place.
For drug users, there are not many alternatives. If you don't prescribe methadone, or pharmaceutical heroin or naltrexone they will go on using and quite likely go on to cost more to society. You could say the same about fat people taking prescribed Orlistat. For coeliacs, there is no need to go on consuming bread. Other foods can easily take its place.

But: a) not everyone wants a bread free diet b) Heroin users and all druggies (i used to be one so i know what i am on abart) make an informed choice on what they put in their bodies knowing full well that they risk addiction. Why should the tax payer pay? Why should WE have cuts and THEM not?
If they want to commit crimes to feed their habits then slam them in jail, not pander to them with free drugs.
PS, Most of the heroin addicts i know sell the methadrone anyway and get the H. Thereby profiteering from the NHS. OR they're addicted to BOTH.
