Yes, but you are making the assumption that everyone wants or needs "wheat mimics" like bread or pasta. The reason for GF food on prescription is that society has become obsessed with eating a single species of plant - Triticum aestivum - when there are thousands of edible plant species, 10000 edible bird species, 5500 edible mammal species, around 15000 edible fish species as well as numerous edible insects and reptiles.
There is no reason why we cannot learn to eat foods other than wheat and wheat mimics.

If you eat a genuinely varied diet, you don't need prescription food whatever your income. Eliminating wheat only takes out a tiny part of a normal diet, so that replacing it is not necessary.
I have met people who think they are on a varied diet, but they eat wheat every day! I find that amazing.
The current minimum recommendations from CUK are that males age 15-59 should get 18 "units" per month. Anyone eating that much ordinary gluten containing food is not on a genuinely varied diet. Therefore I would not expect that much food to be available on prescription. Perhaps four or five units would be fairer.
